The 60-30-10 color rule has to do with proportions. These proportions prevent the chosen colors from looking too overwhelming or, alternatively, from being too minimalist to notice them. When you choose a new color palette, 60% of the palette is dedicated to the dominant color; we usually call it neutral. The secondary, or complementary, color makes up 30% of the palette, and a third color, the accent, is used for the remaining 10% of the design.
