The 3-5-7 model was developed to facilitate the healing, reunification and recovery of children and young people aged 5 to 17 in the child welfare system. Community partners, including the county attorney, public defender and local supervisors of GAL, CASA and DHHS, work together to address issues that may prevent a child from staying. The overall goal is to help children find and maintain permanence with their biological parents, adoptive parents, or through a plan (to age away from home). When the 3-5-7 rule was first applied, social marketing didn't exist.
